Postcards at letter rate

A postcard has in the stamp box "PRINTED PAPER RATE. You are allowed a greeting of 5 words and name and address for Half-penny postage".
Can anyone tell me the range of dates when postcards could be sent in this way? I have actually seen the answer somewhere in the past but
lost it in my files somewhere, and googling just now has been surprisingly unproductive. (I did look in this forum but the search for "5 words" came
back telling me it had ingored the "5", and the post office and stamp collectors sites don't mention letter rate and postcards together).
