Who was the publisher of this card?

This is a card used in Tasmania, Australia, in 1905. It doesn't seem to be from an Australian publisher, so maybe it was from a UK source. The sequence of , - - ' on the back, in the horizontal line below POST CARD might be the key.

Any help would be appreciated.

Just a guess really, but from the quality of the printing I would think this would have been produced in Saxony - more likely for an anonymous Australian publisher than on behalf of anyone in the UK.
